As per the latest announcement by the Delhi Development Authority (DDA), allottees of DDA flats located in denotified areas are no longer required to approach DDA directly for lift installation permissions. Instead, they can now obtain approvals from the respective local bodies. In a recent press release, DDA has outlined a revised procedure for issuing NOCs for the installation of lifts in group housing flats developed by DDA. This new policy supersedes previous orders related to obtaining NOCs for lift installation in Group Housing Flats, SFS, and other DDA-built flats, making the process more streamlined and homeowner-friendly.

Lift NOC Procedure

To obtain an NOC for lift installation and connecting bridge, the application must be submitted by the proposing applicants after securing consent from at least 50% of the flat owners or legal representatives in the same staircase or block who will benefit from the lift installation in DDA flats. While the consent of ground floor residents is considered desirable, it is not mandatory for submitting the NOC request. Applicants are required to ensure that their application is complete in all respects, including all necessary documents, affidavits, and other prerequisites needed for the approval and installation of lifts in DDA flats.

Allottees residing in colonies where services are managed either by the MCD or by the DDA are required to submit their applications to the SE (HQ), DDA of the respective zone. The CE (HQ) will issue the NOC (No Objection Certificate) after verifying all necessary documents. Once the NOC has been issued by the DDA, applicants must ensure that modified building drawings are approved by the local municipal authority—particularly in areas that have been de-notified—before beginning any installation work. This process ensures smooth and compliant lift installation in DDA flats as per the latest DDA regulations.

Documents Required

  • Consent from Residents: Written consent for lift installation from the owners or legal representatives of at least 50% of the flats in the staircase block (served by a common staircase). Consent from the ground-floor owner is desirable but not mandatory.
  • Lift Manufacturer’s Recommendation: A recommendation letter from the lift manufacturing agency (preferably listed under CPWD-approved vendors) confirming the technical feasibility, lift well location, and safety compliance of the proposed installation.
  • Structural Safety Certificate: A certificate issued by a registered Structural Engineer or Architect (on their official letterhead) stating that the structural design of the lift well complies with the provisions of the National Building Code (NBC).
  • Building Plans: Submission of four sets of original building plans clearly indicating the proposed lift-well location, duly signed by a registered Architect and the applicant(s).
  • Maintenance and Safety Undertaking: A certificate ensuring that the applicants will take full responsibility for the maintenance, operation, and safety of the installed lift and bear all associated costs.
  • Mandatory NOCs: Undertakings to obtain NOCs from the following authorities (as applicable):
    • Chief Fire Officer, GNCTD
    • Lift Inspector
    • Electricity/Power Distribution Company
  • RWA Approval: A No Objection Certificate (NOC) from the registered Resident Welfare Association (RWA) of the concerned block, if any service shifting or modification is required for lift installation.
  • Indemnity Bond: An Indemnity Bond signed by all proposing applicants, assuring that DDA will be kept harmless from any future claims or disputes related to the lift installation.
  • Affidavit Regarding Unauthorized Construction: An affidavit on stamp paper from the group of applicants declaring that there is no unauthorized construction or extension beyond permissible limits (including terrace levels).
    Note: The NOC will not be processed until all unauthorized constructions are removed or regularized. Lifts will not be permitted to extend up to terrace level.
  • Technical Evaluation and Approval: The proposal will be reviewed by the Superintending Engineer (HQ), Director (Housing), and Senior Architect. Upon their recommendation, the Chief Engineer (HQ), DDA will issue the NOC subject to payment of applicable charges.
  • Connecting Bridge Provision: If required, a connecting bridge or walkway may be approved between the lift well and the landing point for accessibility.
  • Processing Fee: A non-refundable fee of ₹5,000 per lift is charged by DDA after verification of the document checklist.
    • The payment should be made via Demand Draft (DD) in favor of the concerned Sr. AO (CAU), DDA.
    • Once all documents are found satisfactory, permission will be granted within 45 days.
